Is this Bengali and what does it mean?

Post #: 1	It seems Bengali to me. It means that it is raining and the last 6 words are giving a sound effect of the rain. The sound effect tells me that it is not raining 'cats and dogs' but rather moderate rain/drizzle.

Post #: 5	Hi, I just read your post. I asked my Hindi teacher what it was and he said its Hindi and the 'Tip Tip' is the sound of the heart beating.

Post #: 6	Maybe he was wrong about "tip tip" but the teacher is very competent as he teaches Hindi and Urdu at UC Berkeley.
